When would someone be considered to “violate the covenants” and what happens if they do?

ANSWER FOUND IN BURNING TREE SOUTH COVENANTS: 

2.  If the parties hereto or any of them or their heirs or assigns, shall violate or attempt to violate any of the covenants herein, it shall be lawful for any other person or persons owning any real property situated in said development or subdivision to prosecute any proceedings at law or in equity against the person or persons violation or attempting to violate any such covenants and either prevent him or them from so doing or secure damages or other dues for such violations.

WHAT THAT SAYS: That anyone who attempts to violate the covenants can be taken to court by any lot owner to either prevent  the one who violated or attempted to violate the covenants  from doing so or to collect damages from the one who has violated them.

WHAT IS YOUR OPINION: Since only Burning Tree Area #4 Association Inc was ever given the authority to assess or lien lot owners in Burning Tree South, wouldn’t it be a violation of the covenant for anyone without authority to do so?
